Introduction


Objectives

About 79% of the population of U.P. lives in villages. They are socially and economically backward.  Country or state can  progress, when its people are  socially as well as economically developed. There is a need to make them a part of developmental process and make the life of rural people better. To convert the above vision in reality, rural people must be facilitated with rural infrastructure development, hygenic living, better housing, better health services & family welfare, social securities, land reforms, and employment etc. To achieve the above target, government  launches different developmental schemes. Dr. Ambedkar Gram Sabha Vikas Vibhag, documents/monitors the progress of developmental schemes and coordinates with the various department for effective implementation of schemes.  

Keeping the above facts in mind and providing the developmental facilities to all rural peoples, following  development schemes for multidimensional, integrated and uniform development of  rural areas have been launched-

  1. Dr Ambedkar Gram Vikas Yojana.  

  2. Dr. Ambedkar Grameen Samgra Vikas Yojana.

  3. Dr. Ambedkar Gram Sabha Vikas Yojana

  4. Samgra Gramya Vikas Yojana.

  5. Naxal effected Gramya Vikas Yojana. 

Brief Introduction

Dr Ambedkar Rural Development Department (Dr Ambedkar Gram Vikas Vibhag ) was created on 12th August 1995 for effective implementation of Dr Ambedkar Gram Vikas Yojana. The department has  one Section having 26 posts and a  Cell having 29 posts. These posts were created vide Government Order No. 01/66-95-48/95 dated 19th September 1995.

 Dr Ambedkar Gram Vikas Yojana  was initially launched by the Rural Development Department of UP Government vide on 2nd  January, 1991. After creation of Dr Ambedkar Rural Development Department, the implementation of the scheme (Dr Ambedkar Gram Vikas Yojana) documented, coordinated and monitored by Dr Ambedkar Rural Development Department. In year 1995-69, 1997-98 and 2001-02 , total 19,176 Dr Ambedkar villages were selected in all the districts of Uttar Pradesh. These selected Dr Ambedkar Villages are saturated by 11 developmental programmes

Vide Government Order no. 757/66-2007-49/05/TC II dated: 19th May, 2007, it has been decided to complete the unfinished/semifinished work and repairing works in Dr Ambedkar villages selected in the year 1995-96, 1997-98, 2002-03 and between April 03 to Aug 03. Now the name of Dr mbedkar Gram Vikas Vibhag has been changed as Dr. Ambedkar Grameen Samgra  Vikas Vibhag. The decision to launch Dr. Ambedkar Grameen Samgra Vikas Yojana  has also been taken by the Government.

Previously, With the aim of multidimensional, integrated and the uniform development of villages, Samgra Gramya Vikas Yojana was  launched by Dr Ambedkar Rural Development Department on 9th December, 2003 in all districts of Uttar Pradesh.

Naxal Affected Samgra Gramya Vikas Yojana was also launched in the eight naxalite affected districts viz  Chaundali, Ghazipur, Mirzapur, Sonbhadra, Mau, Balia, Deoria and Kushi Nagar of  of U.P  on 10th January, 2005,  to thwart the Naxalite activities in these areas.  

Presently Dr. Ambedkar Gram Sabha Vikas Yojana has been launched in state and in all naxalite effected districts.

Dr Ambedkar GRAM VIKAS YOJANA

Dr Ambedkar Gram Vikas Yojana  was initially launched by Rural Development Department of UP Government vide Government Order No. 6296/38-3-887-89 dated 2nd January, 1991. Initially, villages were selected on the basis of Scheduled Cast (SC) Scheduled Tribe (ST) population.  Under  this scheme, Dr Ambedkar Villages,  are saturated by 11 developmental programmes.


Dr. AMBEDKAR GRAM SABHA VIKAS YOJANA

The  Government of Uttar Pradesh launched Dr. Ambedkar Gramsabha Vikas Yojna in all 71 districts of  Uttar Pradesh on vide government order no. 1140/66-08-49 /05 dated 2nd June 2008.  The objective of this ambitious scheme is to provide rural masses better quality of life and to create much needed infrastructure that would give them better living conditions and would speed up economic activities and development.

The scheme includes important programmes such as drinking water facilities, construction of link roads, rural electrification, construction of drains and CC road inside the villages, housing schemes for villagers having no houses, allotment of agricultural land for villagers having no agricultural land, allotment of land for construction of houses for villagers having no land for house construction. It is targeted to saturate all  gramsabhas of UP with these programmes, in a phased manner.

Through this scheme, selected gramsabhas are being saturated by 8 programmes of 5 departments. 

Government has decided to implement the above programs in Naxal effected areas as Dr Ambedkar Gramsabha vikas Yojana . The  name of the  Naxal effected Samgra Gramiya Yojana has been changed to Dr. Ambedkar Gramsabha Vikas Yojana.

Dr. AMBEDKAR GRAMEEN SAMGRA VIKAS YOJANA  

With the objective to make all round development of  gramsabha and new era prosperilty and   progress,  government has launched Dr. Ambedkar Gramin Samgra Vikas Yojana on 14th Sept. 2007.  In this scheme, all gramsabha will be saturated with 13 development programmes of rural infrastructure development, social securities, better health services and family welfare, hygenic living conditions, employment generation, scholarship and land reforms etc.

Under this scheme,implementation of important programmes like link roads, rural electrification, construction of primary schools, construction of drains/kharanja, clean latrines, Indira Awas Yojana, drinking water, free boring, Swarn Jayanti Gram Swarozgar Yojana, Rozgar Guarantee Yojana, Sampoorn Gramin Rozgar YoJana, allotment of agriculture land, allotment of ceiling surplus land, Patta allotment for fisheries and potteries, residential patta allotment,old age pension, financial assistance to widows and pension to physically handicapped people,  construction of health sub-centres under family welfare programmes, health facilities, polio eradication, registration of birth and death rate in rural areas, scheduled castes/scheduled tribes and backward castes scholarship, general category students scholarship living below the poverty line and minorities scholarship will be ensured in phase manner. In first phase (January 2008 to March 2008),  by selecting five gramsabha from each assembly constituency, total 1900 gramsabha would be saturated. In second phase (April 2008 to March 2009), third phase (April 2009 to March 2010), fourth phase,(April 2010 to March 2011) and fifth phase, (April 2011 to March 2012) ten gramsabha from each assembly constituency will be selected respectively. Thus  total 3800 gramsabha would be saturated in each phase in state. Total 17,100 gramsabha would be saturated by the end of the last phase i.e. fifth phase.

The repairing and maintenance work of developed property during the above phases would be done by concerned department.Concerned department would arrange money from their general budget. Repairing and maintenance work of developed property under benificial program, would be done by beneficiaries themselves.

To implement the above program, a district level committe has been created under chairmanship of District Megistrate. Chief Development Officer will be Vice chairman,  All SDMs will be the member and District Statistic Officer will be the member secretary.

SAMGRA GRAMYA VIKAS YOJANA

This scheme was launched vide Government Order on 9th December, 2003 in all the districts of Uttar Pradesh. 10 Villages are selected by each Hon'ble MLA and Hon'ble MLC from their constituency. Villages of martyr (Soldiers who have laid down their lives while carryng out specified military operations) are automatically  included  in this scheme as Shaheed Villages on  24th July, 2006.  In addition to this one village by Hon'ble member Zila Panchayat and two villages by Hon'ble Block Pramukhs  are also selected. These selected villages are saturated with  15 developmental  Programmes.


NAXAL AFFECTED SAMGRA GRAMYA VIKAS YOJANA

This scheme was launched vide Government Order on 10th January, 2005. Eight districts viz  Chaundali, Ghazipur, Mirzapur, Sonbhadra, Mau, Balia, Deoria and Kushi Nagar  have been marked as naxalite districts. Naxalite affected villages of these districts are selected for saturation  with 18 developmental programmes.
